Is BJP committing hara-kiri on AIIMS ?
6/9/2015 11:48:14 PM
Agreed that those agitating for the es
tablishment of one AIIMS in Jammu may
not be able to cause any major political or security tremors in the region, they cannot be ignored for good. These agitators may not be in a position to force the central Government to alter or modify its decision but in they may cause much damage to the the BJP alone on two counts.
First the decision to set up one AIIMS in Kashmir and not in Jammu was taken by the BJP led NDA Government and when the Minister of state in the MOS, Dr Jitendra Singh, was on record to have st ated that the AIIMS was meant for Jammu and not for Kashmir. Secondly, the leaders of the state u nit of the BJP had failed tomount pressure on the Modi led Government to sanction a separate AIIMS for Jammu.
In fact he Deputy Chief Minister,Dr Nirmal Singh, who belongs to the BJP was on record to have said that his party was not in favour of snatching AIIMS from the valley. Yes,for the sake of sane argument he is right. The Government should not "snatch" AIIMS from the valley because the centre had already sanctioned it for Kashmir. It will create wrong impr ession not only about the BJP but about Modi too.
Various circles in the central Government believe that it may set a wrong prcedence if one AIIMS was sanctioned foJammu region also which would mean that the state of Jammu nd Kashmir has become the only state in India that has been granted two AIIMS. Well the BJP led NDA Government can arugue that here is nothing wrong in doing so because the Congress led UPA Government had established the practice of sanctioning additional institutes for Jammu and Kashmir. At one stage the Congress led UPA Government had sanctioned one central university for the Kashmir valley. It had enraged people in the region of Jammu when they were told that the centre had sanctioned one IIM for Kashmir too.
However, the state unit of the Congress mounted pressure on Manmohan Singh and Sonia Gandhi. They succeeded only after Ghulam Nabi Azad, who was then the Health Minister, and is considered to be quite close to the Congress high command, intervened and informed Sonia Gandhi that if separate Central University was not sanctioned for Jammu it could act as the last nail in the coffin of the Congress.
There is another side of the story.Since Jammu and Kashmir enjoys special status under Artcile 370 of the Constitution it deserves special treatment by way of sanctioning two AIIMS for the state. There is no other state in India which enjoys special status under Article 370 and hence there should be no problem for the BJP led NDA Government to establish a separate AIIMS in Jammu. If the Congress faced no problem while sanctioning two central universities why should the BJP hesitate in following the Congress strategy ? Well having said that those agitating for setting of separate AIIMS in Jammu mau not be able to cause any major political havoc, neither the state unit of the BJP nor the central Government headed by the BJP should start thinking that its policy on establishment of AIIMS in Srinagar only has not met any major resistence.
Many opportunities may be granted topeople to register their protest nd anger against the BJP.It is so because the BJP leaders from Jammu were not seen even indulging in breast beating leaving aside their participation in a relay hunger strike. It will be a mistake if the central Government treats peoples' response to the recent Jammu Bandh part of political pranks.
A day is not fr off when peoples' anger gets reflected during the elections to the Assembly to the local bodies or to the Lok Sabha.People feel enraged over the way the BJP leaders, belonging to Jammu, dopted "we see no evil,we speak no evil and we hear no evil." This attitude may be suicidal for the state unit of the BJP. The BJP's silence may prove a hara-kiri for the party.
