BGSBU illegally promotes Assistant Registrars to Deputy Registrars | | | Akshay Azad Early Times Report JAMMU, June 9: Throwing the rulebook to dustbin, the Baba Ghulam Shah Badshah University (BGSBU) administration recently promoted some Assistant Registrars to the post of Deputy Registrars without filling the vacancies under direct quota. Sources informed Early Times that according to University Grants Commission (UGC) rules, 75 percent of Deputy Registrar posts were to be filled firstly through direct recruitment while the remaining 25 percent posts were to be filled through promotion quota. In violation these rules, sources said, BGSBU had failed to fill direct recruitment quota posts for the last couple of years. "In 2005, the varsity administration advertised posts for appointments but in the last decade, interviews were not conducted, depriving the eligible candidates from job benefits," sources said. They said that instead of filling the direct recruitment posts, the university administration recently promoted some Assistant Registrars to the posts of Deputy Registrars. The promotes included M Qasim Kohli and Shabina Nazir. Kohli has been holding two posts of Deputy Registrar including Deputy Registrar (Establishment) and Deputy Registrar (Estates), while Shabina Nazir has been holding the post of Deputy Registrar (Academics). Sources said the process of undue promotions to some influential candidates started when Sumit Gupta was promoted as Deputy Registrar, bypassing his two seniors. "The two seniors went to court and were later promoted by the administration, following which the process never stopped and is still continuing," sources said. They said the process of direct recruitment on Deputy Registrars' posts was deliberately delayed by the administration and the direct recruitment would definitely affect the interests of few members in the administration. "The administration is taking the direct recruitment as a threat to the lobby of some bureaucrats who have been bringing disrepute to the varsity. The entire recruitment process has been delayed for the last one decade," said the sources. No senior official from the varsity was available for comment. |
