GMCH, SSH admn dishonour HC directions on Gastroenterology Deptt

Jammu, June 9: Administrations of the Government Medical College and Hospital (GMCH) Jammu and Super Specialty Hospital (SSH) have failed to honour orders of the High Court which had nullified the decision of Health Minister Lal Singh to close down the Gastroenterology department.
According to documents in possession of Early Times, the Health and Medical Education department last week asked Principal GMCH to take appropriate action in view of the court judgment.
"This department has received the certified copy of the judgment LPA (SW) no. 1216/2015, 40/2015 and caveat no. 831/2015-titled Showket Mehmood Choudhary vs state and others, passed by the Division Bench on May 7, 2015. In this regard, you are requested to take appropriate action in view of the said judgment under intimation to this department," said the Health and Medical Education department in its letter (ME/Legal/NG/83/2015-S, dated June 2, 2015) to the Principal.
Later, on June 5, the Principal wrote to Medical Superintendent, SSH Jammu referring to the order he received from the Health and Medical Education department.
The SSH Medical Superintendent later ordered that the OPD of Gastroenterology department shall function from room number 5, 6 with immediate effect as it was being operating earlier.
Ironically, the MS rescinded his earlier order in a very dubious manner. "In view of no clear cut direction by the administrative department in case of LPA number 1216/2015 in CMP number 01/2015, the order number SSH/2015/18/2672-78 dated June 5, 2015 issued from the officer of undersigned is hereby rescinded with immediate effect", the MS said in his order number SSH/2015/18/2681-81, dated June 6, 2015.
Sources said that it seems officers at helm of affairs, in an attempt to remain in the good books of the Health Minister are not complying with the court as well as Health and Medical Education department's orders.
It may be mentioned that on April 22, 2015, the Health and Medical Education department had closed Gastroenterology department at SSH Jammu. The state government had in 2010 created the Gastroenterology department along with other specialties for Jammu. The Gastroenterology department was made functional in last week of May 2014, and in the period of six months around 1800 endoscopies were conducted by the department and over 12000 people were examined in the OPD.
