With no more Inspectors in Deptt of Industries, labourers become vulnerable to exploitation

Jammu, June 9: In the garb of doing away with 'Inspector Raj' from the industrial sector by the Center Government and providing the hassle free atmosphere to the entrepreneurs, the complaints of the workers, working in various industries across the state, against their employers are not being redressed seriously.
Sources told Early Times that with the decision of abolishing Inspector post in order to give congenial atmosphere to industrialists has badly affected the working class as inspector used to take instant cognizance of the complaints of the workers working in the several industries of the state against the exploitations made by the their employers.
"Earlier, an employee could have lodged his complaint with the concerned Inspector, or Manager Employees' State Insurance Corporation local office or Regional Office ESIC regarding any grievances and immediate action was taken on the complaints by the inspector who visited personally to look into the matter and redressed it at the earliest," they said that.
They further informed that with the as per new rules the process has been made very lengthy, now inspector cannot take cognizance of any complaint on his own rather the complaint is firstly forwarded to the ESIC Headquarter New Delhi for seeking approval to take action on the complaints and a special Cell has been set up there particularly to look into such complaints and approval of cell necessary directions are sent to the concerned office whether any action should be taken or not against the employers.
With this, the process of seeking approval takes months altogether which dampen the spirit of the victim and even give adequate to the accused employers to manipulate the case by setting his record right in order to escape any action or can use pressure against the complainants.
In one such instance, a complaint was lodged with the Regional Director ESIC office against a reputed educational institution in the Jammu and against a popular Sweet Shop in the Gandhi Nagar area that they are not giving facility of ESIC to their employees on October 17, 2014.
"The Regional Director ESIC forwarded the said complaint to the Delhi office for the approval which took more than six months for its approval to the Jammu office which has ruined the real spirit of the rights of employees," they said further adding that this new procedure is a deliberate attempt of the government to favour the employers.
"With the new policy, the powers of officials of ESIC have been almost curtailed and now an inspector, which has been given a new nomenclature of Social Security Officer (SSO), can visit any industry once in three years and too after getting approval of the higher officials," they added.
