State government gives in to pressure, orders winter vacation

SRINAGAR, Dec 13: There seems to be no coherence between the stated position and the announcements as well as orders that emanate from various departments in the state from time to time.
The same got proved yet again today as the state government announced the schedule of winter vacations in the Kashmir valley and winter zone of Jammu division. Today's announcement runs contrary to the recent statement of the concerned minister and some of the higher-ups of the education department.
In the recent past, Minister for Education, Naeem Akhtar had said that the government schools would not observe winter vacations for this year and the schools would remain during the winter as well. The minister had said that since lot of time had been wasted this year due to the summer agitation the schools would remain open during this winter.
Sources told Early Times that the education minister's proposal to keep the schools open during the winter did not go well with the other ministers in the cabinet. Following this the state government decided to continue with the practice of keeping the schools closed during the winter.
"The education minister's proposal to keep the schools open during the winter was full of flaws and it was bound to get rejected. There are no heating arrangements in the government schools and most of the private educational institutions. As such keeping the schools open during winter would have been foolish and as a result of this there were chances that many children would have fallen ill," said sources.
Today's decision of keeping the schools closed during winter has been hailed by most of the parents. The parents said that the decision is timely and it would ensure that the health of their wards is not put to stake. The parents heaved a sigh of relief and said that they have been absolved of the tension following the government's decision to keep the schools closed during winter.
According to an order issued by the Education Department, the winter vacations of the government and private recognized schools of Kashmir division and winter zone of Jammu division would begin from December 17 upto middle standard. Winter vacations for the High and Higher Secondary Schools would start from December 26. The educational institutions would reopen on February 28, 2017. According to the order, in terms of the departmental policy to provide optional winter schooling to the students to compensate the loss suffered during the current year, Director School Education Kashmir is directed to notify schools where classes will be held during winter vacation for class 8th to 12th and for those students who have taken the 12th exams.
"Director School Education Kashmir is asked to notify schools for holding of Super-50 coaching, select teachers to be deployed for conduct of classes/coaching in these schools. These teachers shall be provided incentive. Director School Education Kashmir shall make all infrastructure arrangements for the smooth conduct of classes/coaching," reads the order.
The order said that similar arrangements for winter schooling/coaching shall be made by Director School Education Jammu. It said that officials associated with the conduct of practical examinations shall avail winter vacations only after conclusion of practical examinations. The teaching faculty shall report for duties on February 27, 2017 to supervise arrangements for re-opening of schools.
