In Rajouri, teacher fakes buffalo's sickness to escape fraud detection

Rajouri, Dec 13: In a bid to hide the reported embezzlement of his school's Mid-Day Meal scheme funds, a teacher refused to hand over the records to Chief Education Officer (CEO) on the pretext that he is very upset over sickness of his buffalo.
To authenticate his plea the teacher, according to Ch Altaf Hussain, CEO, had also deputed a person who was informing him about the health of the buffalo after every five minutes while CEO along with other senior officer was on surprise visit to the school.
The CEO said that when the matter was investigated independently (from the locals) the teacher in question was found to have mislead the inspection team to avoid handing over the school records as was demanded by the CEO.
On the complaint by the villagers of Leeran under Darhal Education Zone with the grievance cell of Education Minister about mismanagement and misappropriation of funds and falling academic standard of the school, the CEO along with three senior officials of the department had visited Middle School at Leeran on 24/11/2016.
The team headed by CEO and including Fazal Hussain and Parveiz Ahmed both lecturers, and Khaliq Hussain, ZEPO, Kalakot, visited the school at 12.30 pm and found only two teachers namely Mohammad Munshi and Mohammad Ashraf out of eight teachers present in the school.
Instead of being engaged in teaching the team members found both the teachers handling mobile phones and students were playing in the classes and in the ground.
Out of 48 enrolled students only 21 were present in the school while on the student attendance register the attendance was 100%.
Arrival and departure register was kept blank till 12 pm while according to the students, the Mid Day Meal was not served to the students for more than one month
CEO found the academic standard of the students very below the average as even the students of 8th class couldn't read and write simple sentences in Urdu language.
Locals informed the CEO that both the female teachers come to school only for 2-3 days in a month as all the teachers has understanding and have divided the days to come to the school.
An ex-master of the area informed the inspection team that Mohammad Munshi teacher, who lives in the vicinity of the school, keep all the school records in his house and never produces before the inspection teams in order to hide the misappropriation of the funds.
CEO also was informed that due to interference by Munshi, the three additional class rooms can't be constructed despite the fact that the construction work was started in the year 2013.
According to independent spot enquiry the visiting team found Nissar Hussain, Master and two female teachers out of station without any leave application.
"Due to continuous unauthorized absent of the teachers from the school and casual approach of the teacher towards their official duties the academic standard of the students coming down day by day and the parents are worried a lot about their future" said a local while talking to the CEO.
After physical inspection of the school and talking with the locals, the vide his office order No.CEOR/28090-93 dt 10/12/16, placed Munshi under suspension and directed the concerned ZEO to stop the salaries of the staff with immediate affect.
In his action taking report CEO has observed that Munshi when asked to bring the school records he refused on the pretext that his buffalo is sick and he is upset and to authenticate his claim he had deputed a person on the school gate to inform after every 5 minutes about the health of the buffalo, which was later proved to be false story just to avoid the inspection of the record.
CEO vide his office order has also directed ZEO to seize the school records and submit at his office before the committee members and also to submit factual report about the payments made under SSA, MDM with effect from 2010 to November 2016.
