Rs 70cr for barrage over Tawi, nod to draft policy on transfers | Cabinet approves placements, postings | | EARLY TIMES REPORT
SRINAGAR, July 27: In the cabinet meeting held here today, the government also gave its sanction on postings, placements of some senior engineers besides approving transfer of some officers in the middle rung administrative officials.In what can be seen a a major step towards ensuring regularity in cabinet meetings, it was unanimously decided to meet every week.The draft policy on the transfers, which faced some hiccups in the backdrop of some resistance from Congress, was given a nod in today's meeting.
In addition to this, the cabinet gave approval for much awaited decision of constructing one modern abattoir in Nagrota Jammu and approval of funds for construction of a barrage over Tawi river.
The Cabinet approved placement of 6 In charge Superintendent Engineers as I/C Chief Engineers. These include Manzoor Ahmad Salroo, Ajay Gupta, Syed Fayuz-ur-Rahman, Khurshid Ahmad Untoo, Shiekh Gul Ayaz and Mohammad Qasim.
Consequent upon these placements, Manzoor Ahmad Salroo has been posted as I/C Chief Engineer, EM &RE Kashmir.

Normalcy returns to Kashmir Valley | | | Early Times Report
Srinagar, July 27: After a day's strike, life returned to normal in Kashmir Valley on Tuesday with shoppers flocking the markets and schools and businesses reopening as authorities lifted restrictions imposed on movement of people.
Traffic snarls were seen at many places as people came out to stock supplies. Schools, colleges, banks and private offices reopened and public transport plied on roads.
After July 17 and 25, this is for the third time in nearly a month that people resumed normal life in the Valley. The separatists had given calls for strikes and protests during the past one month against the alleged killing of civilians by security forces.

NEW DELHI, July 27: In a swift operation today the Indian Air Force Mi-17 helicopters evacuated nine villagers trapped in flash floods at Har ki Paudi near Bahu Fort, Jammu.
Later, a statement issued by Ministry of Defence here in the evening said that the villagers were stuck in the rising waters of the normally shallow Tawi river. They were trying to cross the stream but were held in flash floods in the river Tawi which were caused by incessant rains in Jammu and Kashmir.
The IAF promptly responded to the district administration's request by launching Mi-17 from Jammu to evacuate the stranded villagers. They were flown to safety.

In a written reply, Minister of State for Home Affairs, Ajay Maken said that 254 terror related incidents took place since the January this year in which 20 civilians were killed while 34 security personnel laid down their lives.
He said in North-Eastern states, 192 terror incidents took place in Manipur, followed by Assam where 138 incidents took place. JAMMU: Four persons drowned in separate incidents in Jammu and Kashmir, police said here today. Two cousins - Mohinder and Maninder - drowned in Ranbir Canal at Belicharana in Jammu and their bodies were fished out last evening by police, they said. In a similar incident, the body of Babu Khan was recovered from a canal in Trikuta Nagar area of the city where he drowned while bathing, they said. Another boy, Surinder Kumar, also drowned in a pond in Vijaypur area of Samba district and his body was fished out by police.
