'Additional charge' syndrome rules roost in J&K | Transfers leave key departments headless | | Early Times Report
Srinagar, Oct 20: Even as the coalition Government boasts about delivering an efficient administration, most of the key departments are virtually headless as they are run on additional charge by officials already assigned charge of other departments.
Sources said officials at the Civil Secretariat have taken a serious note of "growing highhandedness" of a group of Ministers, both from the PDP and the BJP, who behave more like monarchs than elected representatives.
The Cabinet meeting held on October 19 suggests that most of the key departments are virtually headless, as some Ministers want only their "yes Minister officers" to run the affairs of multiple departments.
Take the case of traffic management. At a time when road accidents are witnessing a huge surge in Jammu province and 14 people were killed in a mishap on Tuesday, the Government instead of making the Traffic Police more efficient and accountable, seems to have left it headless.

SRINAGAR, Oct 20: In an apparent U-turn on its policy of no re-employment of former officials, the PDP-BJP coalition regime has given a three-year extension to senior IAS officer Khurshid Ganai two months before his retirement.
Ganai is one of the senior IAS officers in Jammu and Kashmir who had protested against the elevation of BR Sharma as Chief Secretary after Iqbal Khanday's voluntary retirement.
To protest Sharma's appointment, who is junior to Ganai, the latter had gone on a three-month leave. He was scheduled to retire later this year.

jammu, Oct 20: The State police headquarters (PHQ) is said to have issued a directive that all the cases of suspicious deaths would be probed by SHOs only.
The need to this effect was felt after the PHQ received repeated public complaints, alleging therein that thana police were not holding thorough probes into the cases of mysterious deaths, according to police sources.
While any written order was yet to be issued by PHQ, it was stated to have told senior officers of Jammu and Kashmir provinces to ensure that the cases of suspicious deaths were only handled by the SHOs, sources said.
